The role of France in the genocide of the Tutsi

Did France play a particular role in the 1994 genocide of the Tutsi in Rwanda? How can this role be defined? “France is not an accomplice to this crime against humanity, but its responsibilities are heavy and overwhelming” concludes the report of the Rwanda mission led by historian Vincent Duclert and submitted to French President Emmanuel Macron on 26 March 2021. Vincent Duclert, a specialist of genocides, is invited by the Boghossian Foundation to decipher these dark years with Gaïdz Minassian.

Vincent Duclert is a researcher (HDR), a teacher at Sciences Po Paris, a historian and a general inspector of national education. A specialist in the history of political ideas in democracies, particularly the Third Republic of France, the Dreyfus Affair and Jean Jaurès, he devotes most of his work to the evolution of France since the end of the 19th century, the intellectual, political and social history of the Republic. Since 2016, he has extended his field of expertise to the theme of genocides. Six years ago, he carried out the Mission d’étude on genocides and mass crimes in a report that was submitted to the French government in 2018. In 2019, President Emmanuel Macron appointed him president of the Commission for Research on the French Archives on Rwanda and the Tutsi Genocide (1990-1994). Vincent Duclert submitted the report to Macron on 26 May 2021. Author of several hundred academic articles, Vincent Duclert, a specialist in the Third Republic and genocides, has also written or edited several dozen books, including Les Génocides, CNRS Editions, 2019 and La République Imaginée (1870-1914), Gallimard, Folio, 2021.
